Superintendent Dr. Michelle Kuss-Cybula and OHPS Communications Team Win Top Awards at Annual WSPRA Conference
Oak Harbor Public Schools Superintendent Dr. Michelle Kuss-Cybula and the Communications Department took home the top awards at the Annual Washington School Public Relations Conference (WSPRA) in Spokane on October 28. 

Dr. Kuss-Cybula received the 2025 Crystal Apple Award, which honors an individual who does not serve in a school communications role - such as a superintendent or school board member - but dedicates themselves to enhancing positive perceptions of K-12 public schools through communications and community engagement work. It is one of the highest awards provided by the WSPRA Board. 

Since joining Oak Harbor Public Schools in 2022, she hit the ground running by connecting with community organizations, families, staff and administrators as part of her 100-day listening and learning tour and State of the Schools event. She also worked closely with the communications department to launch the #OneOakHarbor movement that unites the entire community around the education of students. Among her many accomplishments since joining Oak Harbor is her dedicated work to secure more than $130 million in grants to rebuild two schools on military installations through continued advocacy at the state, local and federal level.
