Lynn Goebel, President

Lynn Goebel was first elected as a board member in 2019 and then again in 2023. She is a longtime resident of Oak Harbor with 28 years of teaching in the public school system. Lynn believes it is a necessity to create a supportive and welcoming environment where students feel valued and wishes to foster an atmosphere where families feel heard and welcomed. She earned a bachelor’s degree in education from Texas Tech University in 1981, a master’s degree in education from Lesley University in 2004, and was in the 2022 Leadership Whidbey class cohort.

Lynn has two adult children, Gregory and Millie, who graduated from Oak Harbor High School. In her spare time, she and her husband enjoy walking, biking, skiing, and boating.

Josh MacLean, Vice President

Josh MacLean was elected to the board in 2023. Josh works as an analyst at Skagit Valley Hospital and has experience working closely with executives to analyze data, evaluate plans, forecast costs, and mitigate risks. He has a bachelor’s degree in mathematics from Utah Valley University.

Josh is a father of five young children in Oak Harbor schools. He is a member of his tribe’s education council, The Confederated Tribes of the Coos, Lower Umpqua, and Siuslaw Indians. He is also a volunteer youth basketball coach and was a leader in Boy Scouts for several years.

“I've been impressed by the dedication of Oak Harbor teachers, staff, and students. I will work to amplify their efforts and always focus on the students’ future.”

Jessica Aws

Jessica Aws was first appointed to the board in 2017 and then elected in 2019 and again in 2023. She is a community coordinator for the Oak Harbor Youth Coalition and owns and operates Bramblewood Farm. She believes the board must elevate student voices, set high standards for academic excellence, and support the mental and emotional well-being of our students. She earned her bachelor's degree from the University of Washington in 2009, a master’s degree in medieval archaeology from the University of York a year later, and received another master’s degree in Library and Information Science from Syracuse University in 2014. An avid hiker and gardener, Jessica is a world traveler and a self-proclaimed animal lover.

Nicole Tesch, Legislative Representative

Nicole Tesch was appointed to the board in 2022 and then elected in 2023. She is an Oak Harbor native with over 24 years of government experience and currently works for the Anacortes School District in the Superintendent’s office. Nicole believes that providing a safe and supportive environment for all who grace our school facilities is vital to our district’s success. She helped secure the grant funding to rebuild Crescent Harbor Elementary and HomeConnection/Hand-in-Hand Early Learning Center.

Nicole has five children, four of whom are in four different Oak Harbor Schools. She has been highly involved in several community groups, like the PTA, served as co-chair for the Citizens for Better Schools Campaign, volunteered for the Miss and Mr. Oak Harbor Scholarship programs, and supports those that advocate for the local Boys and Girls Club and Big Brothers, Big Sisters.

Sharon Jensen, WIAA Representative

Sharon Jensen was appointed to the board in 2022 and then elected in 2023. She is a finance and human resources manager for CONE Architecture. She believes that strong public support of schools is the foundation for a strong community and hopeful future. Sharon has a bachelor’s degree in business from the University of Washington and nearly 20 years of experience in accounting, budgeting, and hiring. 
 
She is the parent of four adult daughters who attended Oak Harbor schools. As a stay-at-home parent for 15 years, she actively participated in PTA and volunteered in leadership roles with after-school activities, clubs, and fundraisers. She also has extensive experience with mentoring and coaching youth of all ages.
 
“I bring an open mind and commitment to dialogue respectfully with my fellow board members, and a listening ear to the community. Building relationships is paramount to me and I hope to be part of a collaborative board which will enhance learning opportunities for all students.”

Maggie Litvachuk, Student Board Member

Maggie joined the OHPS School Board in September 2023. A HomeConnection student until she entered her sophomore year at Oak Harbor High School, Maggie is passionate about elevating all student voices across the district by visiting different schools and hearing a variety of opinions.

She is a musician, avid writer, tennis player, and member of several clubs, including the National Honors Society. She is also an NJROTC cadet with several hours of community service.

Allena Locklear, Student Board Member

Allena Locklear joined the OHPS School Board in September 2024. She is an AP student in her junior year and is involved in athletics, robotics, choir, and the National Honor Society.

Allena became a student board representative to ensure student voices are heard and maintain student equity and accessibility within our schools.

Board Terms & Election Information

Oak Harbor Public Schools Board Directors are elected for four-year terms on odd years. There are five positions, three of which are up for election in the same year, with the other two positions being up for election in the subsequent election two years later.

Positions 1, 2, and 3 were elected in November of 2023 for four-year terms. These three positions will be up for election in November of 2027.  Positions 4 and 5 were elected in November 2023 for two-year terms in order to fill the completion of full terms left vacant by resignations. These two positions will be up for election in November of 2025.
