Dr. Kuss-Cybula’s career in education started as a teacher in the Syracuse City School District in New York over 30 years ago. Her administrative career includes serving as superintendent, principal, assistant principal, and director of teaching and learning throughout Oregon and Washington.
She earned her Doctorate of Education from Western Washington University in 2023 and holds a superintendent certification (WWU), administrative certificate (Portland State), master of science degree (SUNY), and bachelor of science degree (SUNY). Dr. Kuss-Cybula is a WA state instructional framework trainer for UW CEL 5D and a former adjunct professor for Western Washington University.
As an outdoor enthusiast, she enjoys running, riding her horse, and cycling. She and her husband are proud parents of two grown daughters, Abby and Izzy.

Dwight Lundstrom has served in education for over 35 years. He was named the district’s Assistant Superintendent in 2019 after serving 15 years as Oak Harbor High School’s Principal. A native of Montana and graduated from Colorado State University in 1988. His education career has spanned three states: two years in Hoxie, Kansas, eight years in Salida, Colorado, and the remaining years on Whidbey Island.
Mr. Lundstrom oversees Elementary, High School, and HomeConnection/OHVA/HIH Principals as well as Special Programs, Facilities, Health Services and School Counselors.
