Students eligible for free meals will receive one breakfast and one lunch per day. With supplemental funding from the State of Washington, students eligible for reduced-priced meals will also receive one breakfast and one lunch per day for no cost. Under a separate State program, students attending certain schools may receive no cost meals even if not eligible for free or reduced meals. If students do not attend an eligible school, or do not qualify for free or reduced meals, the district prices for breakfast and lunch are posted here. Second meals are also available at the posted prices.
Free and reduced benefit eligibility remains in effect until mid-October of the next school year. Submitting a new application early each fall will prevent any lapse in benefits. Early application submission also ensures schools qualify for state or federal programs that are determined by free and reduced percentages.
To expedite your application, we encourage you to fill out an electronic application. You only need to fill out one application for all of the members of your family.
It can take up to 10 days to process an application so make arrangements in the meantime to provide money for meals or meals from home during that period of time. After your application has been processed, you will receive a letter stating the benefits for which you are eligible. Applications are available in the school office, administration building or online.

Turn in one application per household to your child’s school office or the district office. We will notify you if the application is approved or denied. If any child you are applying for is homeless (McKinney-Vento), foster, or migrant, check the appropriate box.
If your child is on a restrictive diet or needs special foods, contact the school/district food service office.
SUN Bucks, also known as Summer EBT, is a program managed by DSHS that helps families buy food for their school-aged children during the summer. Families will get a one-time $120 benefit per year for each eligible child to help buy groceries during the summer months. Families should keep their SUN Bucks card in case they are eligible for future benefits. For questions about the SUN Bucks program or your benefits, please call the SUN Bucks Contact Center at 833-543-3230 (TTY: 800-833-6348) from 8 a.m. to 5 p.m. Monday - Friday (except observed holidays).
Families who think they may be eligible can still apply for free/reduced benefits until June. This can be done by applying online through Skyward family access or picking up a paper application at your child's school. If you have changed addresses this school year, please make sure your current address is updated with your student’s school building.
Oak Harbor Public Schools does not manage or administer the Sun Bucks program and does not have information about when funds will be added to the SUN Bucks cards. Familes can opt into text messaging alerts at textsunbucks.dshs.wa.gov
Basic Food is the state’s food stamp program. It helps households make ends meet by providing monthly benefits to buy food. Getting Basic Food is easy! You can apply in person at the local DSHS Community Service Office, by mail, or online. There are other benefits too.

All families wishing to receive free or reduced meals must apply and submit a new application each school year, including those with students attending the schools identified as receiving no-cost meals. Benefits from the previous year only carry over for up to 30 days of the new school year and if a new application is not received, families are responsible for any charges that have been accrued in the new year.
Fill out the application if:
You may apply for benefits at any time during the school year. If you should have a decrease in household income, an increase in household size, become unemployed, or receive Basic Food, TANF, or FDPIR, you may be eligible for benefits and may fill out an application at that time.
The information you provide may be verified at any time. You may be asked to send additional information to prove your child is eligible to receive free and reduced-price meals.
If you do not agree with the decision on your child's application or the process used to prove income eligibility, you may talk with the fair hearing official. You have the right to a fair hearing which may be arranged by calling the school/school district at this number 360-279-5009.
In addition to determining a family’s qualification for daily free or reduced-price breakfast and lunch, applications determine an elementary school’s eligibility to provide no-cost meals and help maintain other state educational funding like LAP and Title funds, which pay for classroom resources and reduce school fees.
Students approved for free and reduced-priced meals may be eligible to receive reduced fees for the following programs:
Children on TANF or Basic Food may get free meals and children receiving some Medicaid benefits may be eligible for free or reduced-price meals without the household having to complete an application. These children are identified by the school using a data-matching process. This matched list is then made available to your child’s school food service staff. The students on this list get free meals if their schools have the free and reduced-price breakfast and/or lunch program (not all schools do). Be sure to get in touch with us immediately if you feel your children should be receiving free meals and are not. If you do not want your child to participate in the free meal programs using this method, please notify the school.
If someone else in the household has a case number, other than a foster child, you must fill out an application and send it to your student’s school. Please contact us immediately if you feel other children in your household should be receiving free meals and are not.

Household is defined as all persons, including parents, children, grandparents, and all people related or unrelated who live in your home and share living expenses.
If members in the household are paid at different times during the month and you are unsure if your household is eligible, fill out an application and we will determine your income eligibility for you. The information you give will be used to determine your child's eligibility for free or reduced-price meals.
Foster children that are under the legal responsibility of a foster care agency or court are eligible for free meals regardless of personal use income. If you have questions about applying for meal benefits for foster children, please contact us at 360-279-5015. If applying for a household with a foster child, you may include the foster child in the total household size. Household Income is considered to be the income each household member received before taxes. This includes wages, social security, pension, unemployment, welfare, child support, alimony, and any other cash income. If including a foster child as part of the household, you must also include the foster child’s personal income. Do not report foster payments as income.
For military families, your basic pay and cash bonuses must be reported as income. If you get any cash value allowances for off-base housing, food, or clothing, it must also be included as income. However, if your housing is part of the Military Housing Privatization Initiative, do not include your housing allowance as income. Any additional combat pay resulting from deployment is also excluded from income.
Household members may not receive some types of income we ask you to report on the application, or may not receive income at all. Whenever this happens, please write a 0 in the field. However, if any income fields are left empty or blank, those will also be counted as zeroes. Please be careful when leaving income fields blank, as we will assume you meant to do so.
