REQUEST FOR QUALIFICATIONS

Construction Program Management Professional Services And Project Construction Management Services

Oak Harbor Public Schools is seeking proposals from interested parties capable of providing Construction and Grant Program Management Consultant Services and Project Construction Management Services for various projects arising between 2/5/2025 and 12/31/2026 potentially including ongoing district-wide capital construction projects funded by Department of Defense Grants. Interested parties must be able to provide subject matter expertise in the planning and execution of K-12 capital construction projects funded by federal grants. The District intends to award based on a qualifications-based selection. Price is to be determined after consultant selection as part of contract negotiations.

Current Scope of Services
The selected PM/CM firm or individual will assist the District with Community Noise Mitigation Program (CNMP) projects funded through the Office of Local Defense Community Cooperation (OLDCC). The projects focus on noise mitigation improvements, including window replacement and HVAC upgrades at four schools. Specific services will include:

  • Act as the Owner’s Representative, providing leadership and oversight for all phases of the project or projects as directed by the District.
  • Ensure compliance with grant requirements, state and federal regulations, and District policies.
  • Provide project planning, budgeting, scheduling, and closeout services.
  • Administer construction contracts and manage consultant services.
  • Track budgets, expenditures, and schedules, ensuring alignment with grant requirements.
  • Facilitate permitting processes and oversee quality and cost controls.
  • Prepare reports for OHSD, OLDCC, and other stakeholders.

Required Insurance
The successful proposer must maintain the following insurance coverage:

  • Commercial General Liability: $1 million per occurrence; $2 million aggregate.
  • Professional Liability: $3 million per occurrence and aggregate.

Qualification Submittal Requirements
All qualified individuals and firms, including minority and women-owned firms, are encouraged to apply. Professional firms and individuals interested in providing services as described above to Oak Harbor Public Schools must submit an electronic document via email indicating previous program, and project management experience. Qualifications document, including introduction and cover pages
shall be limited to ten (10), single-sided sheets, 8 1/2 x 11 inch in size.

Documents received after the designated date and time will not be considered. Hand-carried documents delivered to the address above are acceptable and must be date stamped by the District upon receipt prior to the designated date and time above. The district reserves the right to reject any qualifications not in compliance with all prescribed public procedures and requirements and to waive informalities in this qualification’s response process.

Each submittal must include:

  1. A letter of introduction. Letter (of no more than two single side pages) signed by an authorized representative.
  2. A listing of K-12 construction projects performed in the State of Washington.
  3. Full scope of services provided.
  4. An organizational chart and summary resumes of key personnel assigned to the project including the Program Manager and Project Manager(s).
  5. Examples of three previous school district clients and current names and references for projects cited. No limitation on years since completion.
  6. Experience in applying for and administering federal or state grant funded school construction projects (K-12).

Submittal evaluation by the selection committee will involve the following criteria:

  1. Experience of the proposed team with federal and state funded K-12 projects.
  2. Familiarity with OLDCC grant application and administration.
  3. Successful completion of at least three public K-12 school projects with documented customer satisfaction.
