Oak Harbor Public Schools is requesting qualifications for professional services for improvements to the Transportation Facility, as well as other capital improvement projects.

Qualification information should be submitted on or before 3:00 p.m.
October 22, 2026

Interested firms with recent experience in the following disciplines are requested to submit qualifications, separately or together:
 Geotechnical Investigation
 Land Surveying
 Hazardous Materials Analysis, Including Level 1 Environmental Site Assessment
 Traffic Engineering

All qualified individuals and firms, including minority and women-owned firms, are encouraged to apply. Firms may apply for one or all the services listed. Professional firms and individuals interested in providing services as described above must submit
one electronic qualifications document via email. Document, excluding introduction letter and cover pages, shall be limited to fifteen (15), single-sided sheets, 8 1/2 x 11 inch in size.

Documents shall be submitted no later than 3:00 PM PDT on October 22, 2026, to:

Documents received after the designated date and time will not be considered.
The district reserves the right to reject any qualifications not in compliance with all
prescribed public procedures and requirements and to waive informalities in this
qualification’s response process.

Each submittal must include:
1. Letter of introduction (maximum 2 single-side pages)
2. Scope of services provided
3. Firm background and qualifications
4. Listing of K-12 projects performed
5. Public school references with names and phone numbers of contacts, minimum of 3
6. Resumes of key individuals providing service

7. Availability to immediately commence work Oak Harbor Public Schools will review all applicants and select the most qualified firms
with which to negotiate a mutually agreeable fee for the anticipated scope of work based on project requirements. The District may not award contracts to all disciplines.

Oak Harbor Public Schools is requesting bids for the Hillcrest Elementary School Noise Mitigation Project, addressed to Michelle Kuss-Cybula, Superintendent at Oak Harbor Public Schools, 350 S Oak Harbor St, Oak Harbor, WA 98277.  If any portion of a proposal is received after the time indicated and date specified, the proposal may not be considered.  Sealed bids will be accepted no later than October 29, 2026 at 2 p.m.

The subject project is described in the Contract Documents and generally consists of adding Mechanical cooling and Sound Control Window Assemblies, replacing ceilings and portions of ceilings.

Project documents may be obtained on or about October 6, 2026 at Builder’s Exchange. Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to Builders Exchange website and clicking on "Posted Projects", "Public Works", "Oak Harbor School District", and "Projects Bidding".   This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool.  It is recommended that Bidders "Register" to receive automatic e-mail notification of future addenda and to place themselves on the "Self-Registered Bidders List".  Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project.  Contact Builders Exchange of Washington at (425) 258-1303 should you require assistance with access or registration. Each Bid must be submitted on the prescribed form (Bid Form, Section 00 41 00).  The successful Bidder will be required to furnish the necessary additional payment and performance bond(s), as prescribed in the Contract Documents. Preliminary engineer's estimates place the construction valuation between $7 million and $8 million

A mandatory pre-bid site walk will be held on Monday, October 19, 2026 at 4:00 p.m. at the site of Hillcrest Elementary School (1500 NW 2^nd Ave, Oak Harbor, WA 98277). General and Mechanical Contractors intending to bid or subcontract are required to attend.  The Owner reserves the right to reject any or all bids for any or no reason, to waive informalities and irregularities, to reject any bid not conforming to the intent and purpose of the project documents, and to postpone the award of the Contract for a period of time not greater than 45 days from the date bids are due.

This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlines by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
