Oak Harbor Public Schools is requesting qualifications for Building Commissioning Services for various federally funded HVAC upgrade projects throughout the district. All qualified individuals and firms, including minority and women-owned firms, are encouraged to apply. Documents shall be submitted via e-mail no later than 4:00 PM PDT on October 28, 2025, to:

Each submittal must include:
- Letter of introduction
- Scope of building commissioning services provided
- Listing of K-12 projects performed
- Public school references with names and phone numbers of contacts, minimum of 3
- Organizational chart and summary resumes of key individuals providing service
- Statement of firm’s availability to begin work immediately
Oak Harbor Public Schools will review all applicants and select the most qualified firm with which to negotiate a mutually agreeable fee for the anticipated scopes of work based on project requirements. Submittal evaluation by the selection committee will involve the following criteria:
- Strategy to provide on-site project coordination and status reporting
- Methodology for efficient and timely project closeout with successful project performance
- Experience with building commissioning services for school construction projects, for both the firm and proposed team members
- Successful completion of at least three public school projects with documented customer satisfaction
- Experience supporting federally funded projects
- Ability to start work immediately upon contract award
Document, excluding cover pages and dividers, shall be limited to fifteen (15), single-sided sheets, 8 1/2 x 11 inches in size.
The district reserves the right to reject any qualifications not in compliance with all prescribed public procedures and requirements and to waive informalities in this qualification’s response process.
