This page provides tools and guidance to support the implementation of a Multi-Tiered System of Supports (MTSS) across Oak Harbor Public Schools. MTSS is a proactive, data-driven framework that promotes equitable access to academic, behavioral, and social-emotional support for all students.

    The purpose of Positive Behavior Interventions & Supports (PBIS) is to create school environments that are:

    • Predictable;

    • Consistent;

    Student thrive when they have consistent access to early, timely evidence-based intervention that is matched to their underlying need. 

     

     

  • Using common language and developing shared definitions helps us align our work, minimize misunderstandings, communicate clearly, and fosters shared identity and belonging. 

    The definitions below were written as part of our ongoing MTSS implementation work.

    Multi-Tiered System of Supports: 

    Our Multi-tiered System of Supports (MTSS) is a proactive framework that integrates data and instruction to maximize student achievement and wellness. Components of MTSS include:

    • Data informed decision making
    • Fluid, timely and equitable access to tiers of preventative measures
    • Integrated academic, behaviors, and social supports
    • A continuous improvement cycle
    • Resources matched to students’ needs
    • Access to evidence-based curriculum, instruction and support materials

    Our MTSS framework is the way we organize our collective work towards the experiences we believe students need to thrive: 

    • Teaching and Learning
    • Access to Support
    • Student Empowerment
    • Positive Environments
    • Connections

    One line definition: MTSS is the way we organize adults and resources to support students. 

    Tier 1: 

    Tier 1 is the foundation of each students' experience in school. Tier 1 is:

    • For every student
    • Holistic, addressing academic, social emotional and behavioral needs
    • Provided by all school staff

    Tier 2:

    Tier 2 is supplemental support in addition to Tier 1 instruction. It is short term intervention designed to accelerate learning. Tier 2 support is:

    • Responsive to specific prerequisite skills identified through data
    • Provided through small group or individual instruction
    • Progress monitored and evaluated frequently
    • Fluid and timely


    Tier 3: 

    Tier 3 is intensive support provided in addition to Tier 1 and Tier 2 instruction. Tier 3 support includes:

    • Increased intensity: dosage and individualization of precise instructional support
    • Increased explicitness: greater focus on teaching specific skills

The OHPS Student Success Platform student profile indicators are currently using the following color key:

  • Deep Green
  • Light Green
  • Yellow
  • Red

Toolkits & Resources for Panorama

  • Academics

    Deep Green = Student is excelling in all courses; their lowest grade is an A/S /G/P/B/S depending on school. 

    Light Green = Student is on track in all courses; their lowest grade is a C. 

    Yellow = Student is at risk in at least one courset; their lowest grade is a D/S-/MP. 

    Red = Student is critical in at least one course; their lowest grade is an X/N/NI/E/F/NP/U.

  • Attendance

    Deep Green = Student has attended 95% or more of the school year.

    Light Green = Student has attended 90-94% of the school year.

    Yellow = Student has attended 75-89% of the school year. 

    Red = Student has attended less than 75% of the school year. 

  • Behavior

     

    Deep Green = Student has not had any incidents this year.

    Light Green = Student has had incidents on 1-2% of school days.

    Yellow = Student has had incidents on 3-5% of school days. 

    Red = Student has had incidents on 5% or more of school days.

  • SEL

    Deep Green = Student reported a strength in all SEL areas. 

    Light Green = Student reported a strength in at least half of SEL areas. 

    Yellow = Student reported a strength in less than half of SEL areas. 

    Red = Student has not reported a strength this year.
