Strategic Plan Progress Update 2025-26

Superintendent Dr. Michelle Kuss-Cybula shared a Strategic Plan Progress update with the School Board of Directors during the September 8, 2025 Regular School Board Meeting.  With the adoption of the new Strategic Plan, the report focused on the District’s achievements and ongoing growth in each of the four goal area based on currently available data. 

Thanks to the dedication of the students and staff in Oak Harbor Public Schools, we are already seeing great progress towards our mission to empower every student to thrive and reach their fullest potential.

Please note, this is a 3-5 year Strategic Plan and we do not evaluate every outcome area every year. Schools focus on several outcomes as outlined and evaluated in their annual School Improvement Plans (SIPs.) This progress update demonstrates these areas of focus for the 2024-2025 school year.

Goal Areas

Outcome 1.1: Attendance – Increase percentage of students to 80% that demonstrate a 90% attendance rate by June 2030.

Progress to Date: Over the past two years, the number of students attending school at least 90% of the time has risen by 7%. Today, 75% of our students are meeting this mark, which is just 5% away from reaching the outcome in our strategic plan.

School Spotlight: Oak Harbor Elementary School focused on attendance by conducting outreach and communicating the importance of attendance to all families. Due to the dedication of the staff and students at OHE, 85% of students maintain a 90% or higher attendance rate! 


Outcome 1.2: Supportive Relationships – Increase percentage of students who indicate they have supportive relationships with adults at school to 95% by June 2027.

Progress to Date:  During the 2024-2025 school year, 83% of students district-wide surveyed indicated they have supportive relationships with adults at school. 

School Spotlight: Oak Harbor High School students with an Individualized Education Plan (IEP) reported an increase in identifying a supportive adult from 83% to 87%. At Olympic View Elementary, staff focused on emotional regulation and supportive relationships during the 2024-2025 school year, which led to an increase of 32% to 51% of students indicating they had a supportive adult at school. This led to an overall decline in student discipline last school year at OVE.


Outcome 1.4: Inclusive Classroom Environment – Increase students’ positive feelings to 80% by June 2028. Increase the time students with IEPs (Individualized Education Plan) spend in a general education classroom setting (LRE) from 65% to 80% by 2028.

Progress to Date:  Districtwide, schools saw an 6% increase in the number of students on an IEP receiving 80% of instructional time in a general education classroom setting since the 2022-2023 school year. 

School Spotlight: Oak Harbor Intermediate School staff led a strategic effort for shift from case manager to content specialists for their special education program during the 2024-2025 school year, which led to an overall increase in the number of students with special needs receiving a majority of their instruction with their peers.

Outcome 2.2: Literacy Proficiency – Increase number of third graders who are at or above grade-level standards to 85% in overall literacy skills by June 2030. 

Progress to Date: Since the 2023-2024 school year, third-grade students have seen an 5% increase in English Language Arts (ELA) Smarter Balanced Assessement (SBA) scores. 

Spotlight: Looking at student progress over time, 4th graders in the 2023-24 school year showed remarkable growth as 5th graders last school year with scores jumping 12%, which is 8% higher than the state average.

 

 


Outcome 2.3: Math Proficiency & Critical Thinking Skills – Increase number of third graders who are at or above grade-level standards in math to 80% by June 2030. 

Progress to Date: Since the 2023-2024 school year, 3rd graders saw an increase of 4% in their Math SBA scores in the 2024-2025 school year. 

Spotlight: Looking at student progress over time, 4th graders in the 2023-24 school year showed remarkable growth as 5th graders last school year with scores jumping 9%!


Outcome 2.4: Developmental Skills – By the end of kindergarten, all students will demonstrate an overall WAKid growth by 15% by June 2026. 

Progress to Date:  18% more students are now ready for kindergarten in all six areas of development and learning, per the WAKids Assessment.

Spotlight: The immense growth in this goal area is due to the continued alignment of programming with our preschool (Hand-in-Hand Early Learning Center), Transition to Kindergarten (TTK) and Kindergarten programs. The teachers and administrators in our early learning programs continue to focus on play-based learning to better support our youngest learners!

student reading to each otherOutcome 3.1: Grade Level Standards in Reading – Increase the number of students who are meeting grade-level standards in reading to 85% by June 2026. 

Progress to Date & Spotlight:  During the 2024-2025 school year, 5th grade students saw a 12% increase in ELA diagnostic data, 6th grade students saw a 13% increase and 8th grade students saw 6% increase in just one year.


Outcome 3.2: Grade Level Standards in Math – Increase the number of students who are meeting grade-level standards in reading to 85% by June 2026. 

Progress to Date:  Since the 2023-2024 school year, 5th grade students saw an increase of 3% in SBA assessment data and 6th grade students saw an increase of 13% in just one year! Students in 8th grade continue to show a decline in assessment data, which could be due to a variety of factors. 

School Spotlight: When tracking students year over year, North Whidbey Middle School saw last year’s 8th grader make tremendous growth over time. Staff and administrators focused on implementing ALEKS, a new intervention program for math to support 7th and 8th grade students, which led to 52% growth for this group of students.

Progress to Date:  96% of students met graduation requirements on-time for the 2024-2025 school year at Oak Harbor High School.


Outcome 4.3: Freshman Success – Increase the percentage of 9th grade students who earn 7.5 credits during freshman year to 75% by June 2026. 

Progress to Date & School Spotlight: During the 2024-2025 school year, 81% of freshman earned 7.5 credits, which exceeds the original strategic plan outcome! Congratulations to the students and staff at Oak Harbor High School to reaching this achievement in one year! 


Outcome 4.4: Career Technical Education Pathways – Increase the percentage of students completing a Career Technical Education pathway to 90% by June 2028. 

Progress to Date: Approximately 85% of the 2024-2025 graduating class completed a CTE pathway.
